I'm no lawyer either but I have learned from a now-defunct, privately-funded alternative cinema site that as long as the clip does not contain more than 1% of the copyrighted material, it is considered to be for review purposes, and thus falls under fair use.

P.S. Godzilla is my inner monster too. Oh to be able to squash toy cities flat!

The U.S. Copyright Office in an information circular states that there is no particular maximum number of seconds, no specific number of words, no specific number of music notes, which can be used with permission which will be guaranteed to fall under fair use guidelines. I suspect that this 1% figure was just plain made up.
